City specialization is the difference between an empire that does everything poorly and one that does a few things extremely well. In Civ VII, districts and wonders reward focus, so assigning each city a clear role multiplies your total output far more than spreading buildings evenly.

A specialized city stacks bonuses that a generalist never can. A science city with many Campuses and high adjacency out-produces three mixed cities.

When you swap civs at an Age transition, your city roles should evolve too. A science city in Antiquity may become a wonder city in Modern without changing its tile, just its build queue.

  • Re-label cities by what the new era rewards most.
  • Convert a stale production city into a space-project city in Modern.
  • Keep the food city running; every other city depends on it.
  • Re-point specialists to the new era's highest-value slots.

Mistakes that break specialization

The most common error is abandoning the plan under pressure. A few panicked builder turns can erase a city's focus for the rest of the game.

  • Do not drop a Campus to build a wonder you do not need yet.
  • Do not spread population into farmer slots in a science city.
  • Do not found a new generic city that duplicates an existing role.
  • Do not ignore a specialist city's housing until it stops growing.

As cities grow, resist the urge to spread population everywhere. Direct new citizens into the specialist slots that match the city's role, because ten focused specialists out-produce fifteen scattered farmers almost every time.
